to time to his staff in his Lemorandum book: to the efforts

which he has undoubtedly made from time to time to satisfy

himself that the financial arrangements in his office were of

a satisfactory character and to the fact that in 1910 a Com-

mittee appointed (consisting of lessrs, Osborne and lesser)

to enquire into the working of his department expressed it-

seif satisfied with the arrangements adopted in the financial

side of his department,

What blame, if any, oan be attached to the Harbour

emorandum

With regard to the instructions in the

book, your Committee does not find that they have any material bearing upon the specific matter now under consideration; with regard to the correspondence covered by the Harbour Master's

letter to the colonial Secretary of the 7th November it ap-

pears to your committee that the Harbour laster in endeavour-

ing to protect himself from the consequences of any further

financial troubles in his department was trying to obtain

some form of certificate from the Audit Department which might

shield him in the future; whilst with regard to the report of

Lessrs. Osborne and esser which is contained in the Colonial

Secretary's confidential File No.3971/10 your Committee can only state that so far as the matter under present enquiry is concerned, it, like the other two sets of doowments to which

reference has already been made, may be considered as having

only a general and not a specific relation to the question

now in point. "hilst on the one hand these documents to
